Building A Website - The Easy Way

Here is a question I read a lot:

I know nothing about HTML. How can I design a website on my own?
I would like to design my own website but I never learnt programming or that kind of stuff at school. I've heard of programs such as Dreamweaver and Frontpage, but I don't know how to use any of them. Another thing, how can I tell which is a good program to invest in for a beginner like me?

You might want to consider using a program that makes the whole thing easier, by incorporating WYSIWYG (what you see is what you get) technology.
